Does the latest version of WinDump run with WinPcap 2.1 on a Win95b
system if the Windows Socket 2 update isn't installed?

If so, then this is probably probably a WinPcap problem, and thus a
problem for *all* applications using WinPcap, not just an Ethereal
problem.
