Also fixed, now epan/dissectors/packet-smpp.c is completely broken.
This should fix it:

I agree, it isn't fixed, from_hex() is defined inside:
  #if defined(HAVE_LIBGNUTLS) && defined(HAVE_LIBGCRYPT)

but it's used outside this #ifdef.
