This registry key activates Microsoft user-mode full dump as specified here:
http://msdn.microsoft.com/en-us/library/windows/desktop/bb787181%28v=vs.85%29.aspx

It allows us to get a dump that can be loaded in a debugger so as to check what
code is crashing.

If you intend to do the dump, please upgrade to a newer release as
https://www.wireshark.org/download/automated/win64/ does not have the pdb files
for your current version anymore.
