Indeed, it looks wrong to me too.  According to section 6.3, the OPID field is
present for Session management operation -60, but it is not present in section
6.4, Provisioning actions operation -61.  This can be easily fixed, but is
there also another bug here ... according to Table 6-2, OPID has a length of 2,
so shouldn't hf_ucp_parm_OPID be an FT_UINT16 instead of an FT_UINT8?
