The bug was apparently introduced by me in revision 35300 when I switched from
using NSIS to NSIS Unicode as part of the changes to resolve bug 4191.  At this
time, I am not sure if there is some problem with NSIS Unicode or just with
some other configuration change that needs to be made, but for now I reverted
back to using NSIS in revision 35455.

Please try the automated 35455 (or later) portableapps installer from
http://www.wireshark.org/download/automated/win32/ when it is ready and confirm
the folders are correct again so this bug can be closed.
