As Bill stated, this should be working [as long as the initial TCP handshake
where the scaling was negotiated is in your capture file]

FYI: I recently clarified some of the display of TCP options including window
scaling in the development version of Wireshark (check the SVN repository or
http://www.wireshark.org/download/automated/)
