I'm interested in having this dictionary.xml containing SCAP AVPS (even if some
are missing). I can't find it anywhere but here.

I might have missed something, but SCAP definitions is nowhere available, am I
correct?
The remaining issue with SCAP (v1) is that it is based on Diameter
internet-draft8 of RFC3588, not on the final version (quite unfortunate he!).
Have draft8 AVPS been defined in a xml file that I could use?
To summarize, I need:
- Draft8 AVPS definitions
- SCAP v1 AVPS defintions
to be imported in my xml file for wireshark.
