The chances that Ethereal 0.10.7 will make any difference whatsoever as to which versions of WinPcap work better with which versions of Windows are very slim, because that's a WinPcap issue. Ethereal just uses libpcap/WinPcap and relies on it (libpcap/WinPcap) to handle the details of packet capture on a particular OS.
If you're having problems with particular versions of WinPcap and particular versions of Windows, you should try to reproduce them with WinPcap (to make sure there are no Ethereal issues) and then report them to the WinPcap developers.
