Bingo.

Edit->Preferences->TCP->"Allow subdissector to desegment TCP-streams" had to be turned on.
All the H225.0 messages are then correctly decoded.

Edit the protocol preferences for TCP and Q.931 and TPKT to enable
reassembly of fragments.
