The current version of GTK+ does not support 256-color displays:

"256-colour mode doesn't work, and GIMP will not start if you try.  Use
at least HiColor (thousands of colours, 16-bit colours).  (Stick to
Paintbrush if you feel like complaining about that.) TrueColor (millions
of colours, 24- or 32-bit colours) is a must for serious work, of
course."

I don't know whether this was done because GTK+ itself won't work, or
just because the GIMP won't work; if you want to see that behavior
changed, contact the author of the GTK+ port to Windows, Tor Lillqvist:

Ethereal probably wouldn't do any better.  I've no idea why the device
couldn't be opened.
