Try un-installing it and installing the latest version of WinPcap,
version 2.1, instead. 

Then un-install the version of Ethereal you're using (which isn't the
current version, as that version requires WinPcap 2.1), and install the
latest version, 0.8.17 (which works with WinPcap 2.1).

See if that fixes the problem.
