Well, the question is somewhat ambiguous.

If the O.P. wants an SNMP management console (that is, a tool to query
equipment via SNMP and to receive, interpret, and act on SNMP traps) then
Ethereal is not what he wants.

But Ethereal decodes SNMP traffic pretty well.  If he wants to see what
SNMP managers and managed objects are saying to one another
field-by-field, Ethereal would be a good choice.

It's not clear to me whether he wants to use SNMP directly, or observe the
use of SNMP by other processes.
