No - it's a protocol analyzer, for capturing raw network traffic, looking at the details of packets, and calculating some statistics on the traffic. 

You probably want something such as NetView:

	http://www-306.ibm.com/software/tivoli/products/netview/

or some application based on, for example, Net-SNMP:

	http://net-snmp.sourceforge.net/

Sniffer's also a protocol analyzer; as far as I know, it doesn't collect SNMP data either.
