In general, my inclination in all these cases is "modify libpcap", as that could make it easier for other programs to use it. The current CVS version of libpcap has somewhat of a pluggable architecture for capture devices, and I'll probably be making it a bit more pluggable.
Ask tcpdump-workers@xxxxxxxxxxx for new DLT_ values for the link-layer protocols.
