That should not be the default behavior.  If I'm trying to explore a
packet while allowing capture to continue, I absolutely don't want the
packet to be scrolled off the screen.  If I'm just monitoring, it makes
sense to display just the last set of packets that fills the window.

Sounds like another option.  I think either behavior would be ok as the
initial default, as long as there were a button or menu item to quickly
change it to the other behavior.

I think I would use the non-scrolling behavior most of the time.  I
usually need to scroll back and forth to find the packets of interest,
so automatic scrolling would interfere with doing that.  Mostly I start
an ethereal session because I'm looking for something.  That means I'll
be exploring individual packets even while the capture is continuing.

If only one behavior were possible, I think that not scrolling the
screen would be the less problematic choice.
