Maybe IT is too narrow of a scope. I work in product development and use Wireshark and other network traffic analyzers to verify and validate device interoperability and specification conformance. Additionally, I have written proprietary or emerging protocol dissectors for Wireshark for the same reasons. Wireshark and other sniffers have greatly increased my knowledge of networking system operations.

I'd say your estimate is optimistic.  There are plenty that can 'operate' Wireshark, though the number of folks that can actually interpret the information in a meaningful way is probably one-half your estimate, perhaps less.  The reason the skills are not more widespread is because it's not really taught in a formal curriculum, it requires intense self-study and extensive experience to master.
