Does snmp.name do the job?

$ tshark -r 20080512161200.pcap -T fields -e snmp.name | sort | uniq
1.3.6.1.4.1.6247.4.8.5.13.0
1.3.6.1.4.1.6247.4.9.2.1.16.2
1.3.6.1.4.1.6247.4.9.2.1.16.3

$ tshark -r 20080512161200.pcap -R "snmp.name == 1.3.6.1.4.1.6247.4.8.5.13.0"
-T fields -e snmp.name | sort | uniq
1.3.6.1.4.1.6247.4.8.5.13.0
