Did you use quotes?

C:\>editcap -B 2008-05-02 12:03:00 C:\Test.cap C:\Test.cap
editcap: "2008-05-02" isn't a valid time format

C:\>editcap -B "2008-05-02 12:03:00" C:\Test.cap C:\Test.cap
