We could make Wireshark support raw Fibre Channel.
How are you getting the raw Fibre Channel packets? Do you have a (non-text) file that has the packets? If so, we might be able to make Wireshark read the file. Otherwise, if you're capturing the packets yourself, you could request a libpcap link-layer type for Fibre Channel and we could make Wireshark read that.
