On WAN connections - up to about 1% of your traffic being out of order
is not unusual.  More than that is often indicative of asymmetric
routing or some kind of problem.

Sometimes a traceroute can reveal asymmetric routing.  Some carriers are
definitely better than others when it comes to this too.
