Many files in the tree shows 2 alternative licenses (one above all: epan/crypt/wep-wpadefs.h)

The headers says:

Which SPDX identifiers should we use in this case?

Would it be acceptable to use:

SPDX-License-Identifier: BSD-3-Clause

or alternatively

SPDX-License-Identifier: GPL-2.0-only
</code>
