Since several dependent packages could have a config.h in it's ./include dir,
(shadowing for Wireshark's "config.h"), why not rename it and instead say:
 '#include <ws_config.h>'.

I have hit this problem trying to build other programs.

Compare this to e.g.:
 wsutil\ws_cpuid.h
 g:\mingw32\lib\gcc\mingw32\4.7.2\include\cpuid.h
