You might want to revisit the developer guide to be sure you haven't missed
something: http://www.wireshark.org/docs/wsdg_html_chunked/ChSetupWin32.html

Other than that, 
What version of bash?
What is your OS and is it 32 or 64 bit?
What is your environment (path, etc.)?
