The test programs are not used in Wireshark proper, so someone with
the proper automake-foo can disable wmem_test for older glib versions.
Glib 2.14 is quite old at this point though, so it may just be worth
bumping our minimum version. Do we have a specific time window of glib
releases we make a point of trying to support?
Not that I know of. Personally I usually like to check what popular OS's/distributions have so we know what we might be cutting off by bumping the version. 

The ones I know/care about are:

RHEL/CentOS 5 has 2.12 so it's stuck at Wireshark 1.6 anyway.
RHEL/CentoS 6 has 2.22 so that version's good for a while.

Fedora 7 had 2.12
Fedora 8 had 2.14
Fedora 9 had 2.16
So by bumping the version to 2.16 we'd lose Fedora 8. I can't say that would be a huge loss.
