This sounds like a general programming question more than a Wireshark 
specific question.  Wireshark does these things all of the time in its 
code; define a function in a header file and include it in both source 
files and then make sure both source files are compiled into the same 
library or output binary.  As for user defined functions, is something 
like in epan/dissectors/packet-ip.c where the IP option handling 
function names are defined as variables what you're looking for?
