Are you running from the build tree? plugins won't be picked up from
the build tree if you're running as root (on the presumption that you
didn't compile it as root and root shouldn't trust your build tree to be
"safe"). If you install Wireshark (such that the plugins get installed
in /usr/local or wherever), the plugins should be picked up even when
run as root.
