We have a tool in place that can write the packets to the libpcap file format.

By "link layer", do you mean it doesn't (necessarily) run on top of
any other protocol, i.e. similar to Ethernet, 802.11, etc.?

If so, what type of capture file will packets of that link-layer type
be in?
