Or, like in the case of a problem I had recently, the proxy was
detected, but the proxy needed authentication. In that case, you need
to create a file called .wgetrc in %HOME% and its contents should be
something like this:
http_proxy=a.b.c.d:port
proxy_user=username
proxy_password=password
