I have the same openSUSE version running, and it is in fact the IANA file (very slightly edited), stating "last updated 2006-10-03".
The current IANA file at http://www.iana.org/assignments/port-numbers states "last updated 2007-08-07"
So at least SUSE uses a (slightly outdated) IANA file, and I guess that MAC OS/X uses it too.
As I couldn't find any copyright explanations at the IANA pages, I will just contact the IANA and ask if we can just use it (will CC here) ...
