    OSPF: Differentiate meaning of N/P bit in NSSA LSA type 7
    
    In OSPF v2 the N/P bit in NSSA LSA type 7 messages has to be
    interpreted as P-bit (RFC 3101) instead of N-bit. This change
    makes it so.
