    Handle -2^31 as a negative time-in-seconds.
    
    Its absolute value *is* expressible as an unsigned 32-bit value, so have
    time_secs_to_str_buf(), for negative values, just put a - at the front
    of the string and then pass the absolute value to
    time_secs_to_str_buf_unsigned().
