    Enable SCTP reassembly by default.
    
    This was suggested in:
    http://ask.wireshark.org/questions/29660/sctp-protocols-in-frame-problem
    
    Since desegmentation is enabled by default in TCP, it makes sense to me to do
    the same in SCTP as well.
