Log:
 Instead of calling DISSECTOR_ASSERT() whenever we get an invalid length,
 add an expert item. For unusable lengths throw ReportedBoundsError but
 try to continue on otherwise.
 
 Based on a patch from Mike Morrin in bug 3884.
