I don't think so.

First of all, it seems that bug 13005 is covered by the commit of 8b0e66f,
which has been merged. While its commit message contains the bug number as
shown below, I guess the way of tagging was wrong... So, the system has left
bug 13005 UNCONFIRMED.

Another thing is that there is a technical difference between bug 13005 and
this, bug 13136. 6P frames in bug 13005 is based on
draft-ietf-6tisch-6top-protocol-02. On the other hand, frames here are based on
the newer version of the draft, draft-ietf-6tisch-6top-protocol-03.
