with WinPcap version 4.1.3 (packet.dll version 0.10r9), based on libpcap
version 1.0 branch 1_0_rel0b (20091008)

=> such packet.dll version cannot come from WinPcap, otherwise you should have:

with WinPcap version 4.1.3 (packet.dll version 4.1.0.2980), based on libpcap
version 1.0 branch 1_0_rel0b (20091008)

Instead it reminds me the numbering scheme used by Npcap.

By any chance, have you installed Npcap and did not uninstall it before
installing WinPcap? ANd if yes, in which mode did you install Npcap? Native
mode? WinPcap compatibility mode?
