Well, it's not useless for Wireshark or for anyone who has Wireshark installed.
But given your restrictions about developers who need the information being
unable to install Wireshark according to security rules, this is just a
possible alternative that might work for you, given those limitations. Perhaps
someone else has some ideas.
Is it Wireshark itself that can't be installed or simply WinPcap/npcap? In
other words, I'm guessing that the security rules are in place to prevent the
developers from capturing packets but not necessarily viewing and analyzing
packets that someone else has already captured. Because if they can install
Wireshark without WinPcap/npcap, then they can only view capture files but not
actually capture any traffic of their own. That might be the best way to meet
your needs if it's allowed.
If even that's not allowed, you might look into https://www.cloudshark.org/, or
possibly trying to export the packet dissections as psml or perhaps having the
developers use Wireshark portable, which means Wireshark isn't installed on
their machine at all.
