According to the PDF the 42 Bytes starts with the tlvType field (Offset 0;
Table 2 in the PDF).
The pcap file has 10 Bytes (0x56c1ff60ffffffdc0200) after the last field
(leapSecondJump).
Therefore I'm unsure if something is missing...
