Comment # 1 on bug 12007 from 
libwiretap currently doesn't support multiple comments per packet.  It should;
there's no reason to forbid it, it's not forbidden in the pcapng spec (and,
again, shouldn't be), and editcap isn't the the only program that should
support it - Wireshark should support it as well.
