I see similar behavior. The drop-down box does not show any entries either
against the "Capture ...using this filter:" in the Dashboard or against
"Capture Filter for selected Interfaces:" in the Capture => Options window.

I'm able to enter the filter directly in the box, although, the filter stays
red if no interface is selected, and it turns green as soon as I select an
interface.
