I was not able to reproduce on another machine locally. The machine having the
problem is my dev machine and it has a lot of extra stuff on it, like Cygwin,
but I don't know how to determine whether anything else is interfering.

I installed GIMP just to see how things work, and it mostly works fine BUT I do
have the behavior where, after clicking a menu, hovering to other menus does
not automatically open them.
