when i sent a value of 3GPP-User-location-Info as "0082f9760dad88e2" .
wireshark displays it as 

diameter.3GPP-User-Location-Info :
30:30:38:32:66:39:37:36:30:38:61:32:66:31:39:63
Geographic location Type         : Unknown(48)

"30 30 38 32 66 39 37 36 30 64 61 64 38 38 65 32" which is a hexadecimal
representation of "0082f9760dad88e2" and Unknown(48) is decimal representation
of "0"
