[PATCH] Revert "Revert "Don't throw for offset at end of TVB with len -1.""

The rpc code at least still depends on allowing 0 bytes remaining.  The revert
a1b939313f75 "Revert "Don't throw for offset at end of TVB with len -1."" was
causing wireshark to label every rpc NULL call as a malformed packet.
