Discovered while working on Pcap.Net (http://pcapdot.net).

In the attached pcap file, there's a single IPv6 packet with Mobility Options
extension header.
The first mobility option is the Redirect option.
According to RFC 6463, the K and N bits in the Redirect option should come
right after the Option Length.
However, Wireshark reads these bits one byte later, and so parses this option
incorrectly.
