WiresharkPortable.exe isn't Wireshark. It's a launcher[1] application used to
set up the PortableApps environment prior to running Wireshark.exe. In most
cases (including ours) the launcher is created using NSIS and accepts NSIS
installer flags[2]

If you want to pass flags to Wireshark you have to pass them to
WiresharkPortable\App\Wireshark\wireshark.exe, as you found.

Closing as NOTOURBUG since it could reasonably be argued that PA should pass
command line parameters from the launcher to the main app.
