I've changed the value_string table for NLPIDs used by ISIS to include it.

Is that ever used to indicate that a TRILL packet follows the NLPID, or is it
just used in, for example, protocols such as IS-IS to indicate what protocols
are supported?  If it's only used for that, this fixes it, otherwise we need to
have the TRILL dissector register in the appropriate dissector tables with that
NLPID value.
