The TxAdd/RxAdd/RFU nibble of the btle advertising header flags is dissected
mirrored so that RFU is interpreted as TxAdd/RxAdd and vice versa.
The Bluetooth Core Spec Volume 6, Part B, section 2.3 specifies the bit order
of the byte as (MSBit first): RxAdd (1 bit), TxAdd (1 bit), RFU (2 bits), PDU
Type (4 bits).
