Note that ask.wireshark.org isn't a forum, it's a Q&A site, like Stack
Overflow.

I.e., it's best thought of a a crowdsourced FAQ rather than as a forum.  A user
can ask a question; an answer is something that answers a user's question, not
that answers a question asked in a comment.

Ideally, when a question is asked, it will have all the information needed to
answer the question, and the answer will have all the information needed to
understand it, so no comments are necessary.

However, neither of them will always be the case; the person asking the
question might be asking it might not know enough to provide all the
information (that might be why they're asking the question in the first place!)
and an answer might, for example, be based on incomplete or incorrect
information provided in the question, or might itself be incomplete or
incorrect, so a mechanism is needed to allow comments.
