Sure, you can resolve the abuguity about the license.
The License references are as follows:

This seems to be the only reason why this dissector has not yet been committed.
And it is something we cannot resolve but which must be resolved by the
copyright holder (Note: A status of "INCOMPLETE" means that user input is
required).
