Patch updating manifest file to allow identification of Windows 8.1

The attached patch updates wireshark.exe.manifest.in with the recommendation
from http://msdn.microsoft.com/en-us/library/windows/desktop/dn302074.aspx. It
also adds wireshark.exe.manifest to the build process of tshark, dumpcap and
rawshark so as to have a correct identification of the OS also. I considered
that reusing wireshark.exe.manifest was fine and there was no need to create a
new manifest for tshark/dumpcap/rawshark.
I tested it on Windows 8.1 and it gives the expected result. If no one comments
I will commit this soon.
