patch to implement oids unit tests

This patch contains a start at a unit test suite for oids.  It also corrects a
few minor errors in the oids.h header file and separates the prepopulation of
three top level named arcs (itu-t, iso and joint-iso-itu-t are 0, 1 and 2
respectively) so that oid_root->children should never be NULL even if SMI is
not enabled.

There are still more things to do, but this is a start, and almost all of the
external interfaces for oids.h are exercised at least once.
